@twen Given that JaikuEngine is an AppEngine application you'll be able to deploy your own version on AppEngine (hosted by Google) or use something like AppScale: http://code.google.com/p/appscale/ to host it anywhere else. That includes running it on your laptop.
Actually if you don't have a lot of users you can just run it locally in the local test server that is part of AppEngine. In fact some people like that so much they're working on providing a conventional database back-end to AppEngine: http://code.google.com/p/gae-sqlite/
I'm a little obsessed with the idea of 'scaling down' and I'd love to see someone eventually find a way to run AppEngine on phones. I'm not sure it would be all that useful but it would be an interesting exercise.
